This article aims to understand how the Sino Ethiopian cooperation, as South-South relations, are able to produce new decentralized power structures in the Global South and producing a global city in Africa. This article presents Chinese Foreign Policy for Ethiopia and then a case study of the construction of a technological, political and economic vanguard in the city of Addis Ababa as a strong candidate to be the next Sub-Saharan Global City.
