Digital inclusion for the elderly: human right, state priority and technosocial trend

Abstract

Technology has revolutionized information. The internet has made it possible for us to use internet service tools, it is possible to buy online, access information, have instant communication, work remotely, have access to entertainment, education and health. But it also innovated some of the dangers of offline life, in which crimes became cyber crimes. Digital exclusion is a phenomenon that develops alongside technological advancement. It appears that the elderly population represents a large portion of those digitally excluded, whether by choice or lack of digital literacy. Also, it is verified that this portion of the population are the biggest targets of cybercrimes, becoming a global issue. With this in mind, the objective of the work was to verify whether the digital inclusion of the elderly is a means of ensuring the cyber security of this population, and should be seen as a human right. The work studied the development of human rights, the new paradigm of informational life and, finally, the vulnerability of the elderly in the digital environment. The deductive method was used with bibliographical research. It was concluded that there is an urgent need for public policies that aim to guarantee the digital inclusion of the elderly as a means of protecting their human rights. By recognizing the elderly as a vulnerable segment of the population in relation to digital technologies, it is essential to implement specific actions that take their particular difficulties into account.
