INDIVIDUAL PERFORMANCE ASSESSMENT AND OCCUPATIONAL CERTIFICATION:
CHALLENGES OF POLICY IMPLEMENTATION IN MINAS GERAIS

This article aims to analyze to what extent the challenges of implementing the Performance Assessment (ADI) and Occupational Certification (OC) affected the institutionalization of these policies in the government of Minas Gerais (MG). The study took place between 2003 and 2014, during the Shock Management program. This is a qualitative research that conducts 30 interviews with key actors - formulators, implementers and target audience. Despite the specificities of the policies, it was concluded that the implementation challenges were: (i) the centralization of the formulation that disregarded the participation of implementers and the target audience and the specificities of the sectorial bodies; (ii) as difficulties for the formulators and implementers regarding the content of these policies, which were so far innovative in the Brazilian Public Administration; (iii) the negligence of institutional mechanisms since the insulation in the formulation resulted in the lack of clarity of norms, rules and guidelines, and the non-observance of the dynamics of interests and power relations; and (iv) the inefficient operating capacity of the sectorial bodies. In 2023, 20 years after the Management Shock, the ADI remains, despite the challenges in its applicability, and the CO was discontinued, although its purpose of professionalizing leaders is present in new policies.
