ECONOMIC PERFORMANCE AMONG AUTOMOTIVE CLUSTERS IN BRAZIL DURING THE INOVAR-AUTO PROGRAM

This study aims to map the economic performance of automotive clusters in different Brazilian states during the Inovar-Auto Program. The research provides a perspective on the perpetuity and evolution of the cluster's competitiveness over time, an aspect neglected in most studies and practically forgotten in public policies. Using the industrial clusters approach, these agglomerations were mapped using secondary data relating to the number of companies, jobs and salaries related to each economic activity in the cluster. For data analysis, in addition to
descriptive statistics, the multivariate multidimensional scaling technique was applied. There was continuous growth in the clusters of Santa Catarina, Pernambuco and Goiás and variations in the Northeast states, given the fragility of tax incentives as a cluster development strategy.
In practical terms, the methodology presented serves as a basis for the formulation of both public and private policies. Mapping promotes reflection on the effect of government policies and actions. For private organizations, mapping can serve as guidance for orchestrating initiatives, such as collaboration for innovation and the consequent development of central organizations in the cluster.
