THE LUSO-BRAZILIAN CONTEXT

The aim of this article is to analyze the Portuguese-Brazilian context in terms of contemporary institutional aspects of human resource management (HRM), the labor market and industrial relations in Brazil and Portugal. Using institutionalism as a theoretical framework, a qualitative study was conducted, with a bibliographic and documentary review, verifying similarities and contrasts at the labor market, industrial relations and human resources strategies in both nations. Convergence was found in the spread of precarious work, change in labor legislation, and the low influence of HRM on the organization's strategy in both countries. In terms of distinction, within the scope of labor relations, there was greater activity and bargaining power of the Portuguese unions compared to the Brazilian ones. At the labor market, the difficulty of recruiting qualified workers in Portugal was linked to emigration processes, while in Brazil it was related to educational processes. Regarding HR management, in the Portuguese case there was a submission to isomorphic pressures from the context of the European community, while in the Brazilian reality competition between firms has shaped the main actions.
