Abstract

The 70´s were regarded for big changes in the international system, the Cold War was in a more pacific period, a moment that the dialogs between United States and the Soviet Union increased. Meanwhile, the members of OPEC (Organization of Oil Exporting Countries) decided to increase the price of the barrel of oil, creating an economic crisis that spread around the world. In this context, General Ernesto Geisel becomes the president of Brazil, with the challenge to keep economic, intensify universal politics, gain more independence and autonomy in the international system. Through the review of literature, the article seeks to analyze how the oil crisis influenced the foreign policy strategies of Ernesto Geisel´s government, especially concerning the universalist politics.
