Abstract

This paper aims to analyze the ways in which presidential diplomacy was used as an instrument of foreign policy during the governments of Fernando Henrique Cardoso (1995-2002), Lula da Silva (2003-2010) and Dilma Rousseff (2011-2016), in order to understand if the use of the diplomatic instrument can vary according to: as personal resources of the president and the agenda of international displacements of the three governments. For this, we used the Sérgio Danese (2017) theoretical contribution to understand how the top diplomacy effectively operated in the aforementioned governments.
