Paradiplomacy of the Brazilian state of Rio Grande do Sul in the administrations of Tarso Genro and José Ivo Sartori

Abstract

This paper presents a comparative analysis of the paradiplomacy of the Brazilian state of Rio Grande do Sul in the administrations of Tarso Genro (2011-2014) and José Ivo Sartori (2015-2018), with the goal of testing parameters created to qualify a government's paradiplomatic performance and thus give criteria and materiality to the analysis of paradiplomacy. Both administration’s electoral proposals, official agendas and bulletins released by the state’s website were analyzed in order to identify the type of paradiplomacy implemented, the most addressed topics in the international agendas and the actors, regions and countries prioritized in the liaison of each administration. The analysis indicates that both governments employed paradiplomacy as an instrument for the implementation of policies within their sphere of competence, but with different strategies and approaches.
