Relações Brasil-Rússia: Aproximação, Parceria e Arrefecimento

Abstract

The present article aims to distinguish the evolution of bilateral relations between Brazil and Russia from the Sarney government to Bolsonaro (1985-2020), capturing how it varied in intensity and importance within the Brazilian foreign policy of each period. For this, it is necessary to outline three key concepts, namely, strategic partnerships, presidential diplomacy, and logistical state. The role of this relationship has advanced slowly, growing a lot with FHC and Lula, stagnating afterward until the present. The conclusion is that this variability in the recent relationship with Russia is primarily due to the prominent position of the Brazilian Executive branch, as well as circumstantial centrifugal influences.
