DISCOURSE ANALYSIS OF HEALTH PROMOTION POLICIES

The purpose of this article is to understand the formulation and implementation of the National Health Promotion Policy (PNPS) and the State Health Promotion Policy of the state of Minas Gerais (POEPS), as well as to compare them in order to acquire broad understanding to develop more informed and effective interventions in the field of development. To achieve this purpose, a historical review of the health promotion term in Brazil is carried out, recognizing the importance of its context and its effects. Therefore, this movement enables to build a more solid dialogue regarding the beginning of these policies, their premises, operationalizations and crossings over time. In this sense, the methodology adopted includes an initial bibliographical review, followed by documentary text analysis of the policies studied. To analyze the content produced, Discourse Analysis proposed by Fairclough is used. The results highlight that POEPS not only aimed to review, but also expand and adapt the PNPS to the specific needs of Minas Gerais, ensuring greater effectiveness when considering the state context and budgetary resources. However, the knowledge found here does not exhaust this very important topic. Therefore, the aim of this work is to contribute to expanding discussions and research on the processes of formulating and implementing public policies in Brazil, considering the fact that the investigation from the perspective of public policies is more frequent in academia.
