The present essay deals with the observation of the connection between reason, communication and clarification, because it allows us to understand the denial of scientific truths as a form of political action that affects the democratic regime, as well as the use of lies and ideological manipulation, which prevent the transit of accurate and honest information. Therefore, the distinction between truth and opinion was inventoried, as made by tradition (1) and was established the understanding that the precept of publicity is a memory of the legal system, related to the concept of democracy (2), as well as the denial of scientific truths being a form of political action used by the Brazilian government, in the fight against the COVID-19 Pandemic (3). The methods used was historical-legal and deductive (from general to particular) and the procedure, comparative of descriptions made by the political philosophy and by the systemic theory. In summary, it was found that the central government has been working with false information and with 'state secrets', and that the only source of information on the number of cases, deaths, vaccination progress, etc. that the general public have access to are those shown daily by the social communication channels
