Ao avaliar quais são os limites da institucionalização da União Europeia no contínuo processo de aprendizagem social de uma ação externa coletiva, analisa-se a construção dos elementos integracionistas europeus de segurança e defesa e monitora-se as relações entre a União e os Estados Unidos nessa matéria. Metodologicamente, ao instrumentalizar o caso europeu como histórico-sequencial e path-dependent, estima-se que a UE foi um sucesso, internamente, por atingir o grau de uma comunidade de segurança madura, mas, externamente, não obteve o mesmo êxito, pois o aprendizado coletivo atingiu seus limites institucionais devido a fatores europeus intrarregionais políticos e técnicos, caracterizando Bruxelas como ainda dependente de Washington em questões de segurança e defesa.
