O HIGIENISMO RACIAL NAS RUAS DE BELO HORIZONTE

Abstract

The purpose of this article is to analyze the city space as the genocide of the black population, through the bias of hygienist practices against black bodies, especially in two domains - people perpetrated through the prison system and as perpetrated against the homeless population. Based on this analysis, the investigation and complaints were traced from the ethnicity and cities that the cleaning of Brazilian cities comes from, through public policies and through the evacuation of Brazilian cities. To achieve a goal, a methodology of bibliographic research was used, having as theoretical frameworks Silvio Almeida and his conceptions about structural racism, as well as his theory of necropolitics and criminalization addressed by Olívia C. Sailors in the text “In the nexus of neoliberalism, incarceration mass violence and scientific racism: the fusion of blackness with risk in the 21st century”. The theme was approached through the selection of incarceration as a method of evacuation from cities, with an analysis of structural and scientific racism-based analysis, that is, a targeted choice of black people for incarceration. And also the observation of the recommendation of people living on the streets who, according to official data, are also mostly black through forced evictions, removed from other actions. The main results or found mainly are not only the state mission, but the performance by the absence of public policies in which they change or even by the direct implementation of public policies of streets.
