Abstract

Regarding the heritage policy conducted in Belo Horizonte, Brazil, the definition of Urban Ensembles stands out as a protection action instituted in the sphere of urban planning. One of the regions that have been recognized as of historical-cultural importance comprises the neighborhoods Lagoinha, Bonfim and Carlos Prates. However, there is a divergence of interests in urban preservation and renewal in the region - on the one hand, represented by the maintenance of its heritage importance through the institution of the Lagoinha, Bonfim and Carlos Prates Urban Complex (Deliberation Nº 193/2016) and, on the other hand, the Urban Operation Consortium Antônio Carlos/Pedro I – Leste-Oeste (OUC ACLO) and the Urban Qualification Plan Centro-Lagoinha (2021). Thus, the paper aims to understand how the preservationist practices, from the Conjunto Urbano Lagoinha, Bonfim and Carlos Prates, and the market interests, from the OUC ACLO and the Centro-Lagoinha Urban Qualification Plan guidelines, instigate conflicting interests of urban planning between different public bodies in the city.
