Abstract

The article deals with the ambiguous discourse about the social vulnerability present in the Luz region, in the Santa Ifigênia neighborhood in São Paulo. Studies by the city hall characterize the region as having low social vulnerability, however, there is another scenario. The study proposes questioning the social vulnerability expressed in the practice of dwelling when looking at both the tenements and the homeless people who part of the ephemeral territory are called Cracolândia that is present in the area.
