Abstract

This paper aims to understand the dynamic of the legislative process in the drafting of  amendments to the Constitution, especifically the capacity to provide solutions that are not provided for in the Constitution. The analyses of the repeated application of these solutions makes it possible to detect trends and consider them to be unwritten norms. In this paper, it was analysed the understanding that na excerpt from a proposed amendment to the Constitucional approved by one of the houses of Congress and suppressed by the other one does not prevent the promulgation of the remainind drafting, if it is approved by both houses and has meaning independente of the deleyed section.
