Urbanization in Brazil, since the arrival of the Portuguese in the 16th century, has shaped the country's historical, cultural and social identity. Notable peaks in urban growth
occurred after the 19th and 20th centuries, related to the end of slavery, the Land Law, industrialization and the rural exodus. Housing inequality affects historically segregated
populations in cities, increasing the problem of homelessness, even with underutilized public properties. The research investigates how local authorities can combat the housing shortage, giving these neglected public properties a suitable destination. The approach adopted is
hypothetical-deductive, based on bibliographical research and monographic procedure. The hypothesis to be confirmed is whether the use of these properties in housing policies can reduce the housing deficit and guarantee the right to housing. The study is divided into three parts: the first analyzes the political-social dynamics that affect urban growth in Brazil, focusing on the paradox between the construction of housing units and an increase in the deficit. The second investigates the regulatory regime for public property ownership and its relationship with social function. The third proposes solutions, focusing on the allocation and use of public properties in social housing policies, aiming to guarantee decent housing and
combat the disorderly growth of Brazilian cities.
