This paper aims to represent a heuristic model called "action-research" used for the analysis of training needs according to a systemic approach. The aim is to represent, through the proposal of pedagogical and social research methodologies, the principles, methods and objectives for the detection of training needs in adults within public and private organizations, in order to build an adequate training plan. The construction of a conceptual framework based on expectations, context and deficiencies represents the operational prerequisite for the detection and analysis of training needs in adults on the basis of the theory of need and the satisfaction of expectations. The theory of functionally differentiated social systems, used as a theoretical assumption, indicates training as a system whose structure is variable according to the educational objectives. In this sense, training is produced and reproduced with the tools of the system. From this perspective it is possible to describe the ways in which adult education can be produced and implemented in a participatory way.
