The expansion and internalization of public higher education in Parana: the case of the Guarapuava-PR region (1980-1990)

Abstract

This article discusses the interiorization of public higher education in the State of Paraná, examining the social and political determinants in the constitution of public higher education in the Center-South region of Paraná from 1970. It has as reference analysis the Faculty of Philosophy Sciences and Letters of Guarapuava (FAFIG), currently Central West State University-UNICENTRO, founded in 1990. It analyzes the expansion of higher education in Paraná from local and regional specificities. Local hegemonic groups vied for and demanded space in the creation of Higher Education Institutions (HEIs). The internalization of higher education in Paraná started from the 1970s, through public policies aimed at the creation of educational foundations under private law. In addition to a bibliographic review on the subject, having as main references Saviani (2001), Sheen (1986), Cunha (2007), Dourado (1997) and Freitag (1979), highlights documentary sources based on laws, decrees and reports. With the Center for Documentation and Memory (CEDOC). In the process of constitution of the HEI, diverse interests intersected, from the political-electoral interests, to the social and economic demands and the struggle of education as a right.
