US foreign policy and the International Liberal Order

Abstract

Donald Trump’s aggressive unilateralism called into question one of the main pillars on which, historically, American hegemony was built upon: the logic that an international liberal order (ILO) was beneficial both to other countries and mainly to the interests of the United States. Joe Biden’s victory forged the anticipation of a total readjustment in American foreign policy and the US return as a sponsor of this order. Based on this discussion, this article presents two contributions. First, it presents the Trump administration as a turning point in this process. Unlike previous governments, Donald Trump puts tension, together and at the same time, on the three main dimensions of the international liberal order, namely: economic and political liberalism and liberal intergovernability. Second, it inserts the Biden administration into the broad debate on hegemonic transition and weakening of the ILO with the objective of highlighting which foreign policy initiatives have so far been adopted to recover the importance of liberal values and the US leadership status.
