China, los tratados de libre comercio y la gobernanza global del comercio internacional en el siglo XXI

El artículo analiza de qué manera los tratados de libre comercio celebrados por China en los inicios del siglo XXI, junto a otras iniciativas preferenciales tales como la de la Asociación Económica Integral Regional y la Ruta de la Seda, han incidido en la gobernanza global del comercio internacional. A través del análisis de contenido de un conjunto de documentos seleccionados, se busca develar si se produjo una evolución en la complejidad e innovación de estos instrumentos a los que recurrió la política comercial externa china, y si se trata de iniciativas que adhieren al orden vigente, o si, por el contrario, postulan su revisión dando lugar a una transformación de la gobernanza global del comercio internacional. Como resultado del análisis se constata que China ha recurrido a los tratados comerciales para afianzar su participación internacional antes que para reformar la manera en la cual se estructuran las relaciones comerciales internacionales. El grado de innovación contenido en los documentos es bajo, y se concentra en los temas del llamado “regionalismo del siglo XXI” y en los capítulos de la cooperación económica.
