Children in smuggling: a study on the concept of child-soldiers and UNICEF’s work in Brazil

Abstract

The purpose of this article is to analyze whether children involved in drug trafficking in Rio de Janeiro's ''favelas'' can be considered child soldiers according to UNICEF's concept, and discover whether it is possible for international society to do something about it. The concept will be analyzed based on the Optional Protocol to the Convention on the Rights of the Child on the Involvement of Children in Armed Conflicts, as well as how the Fund could assist these children and draw the attention of other international actors, considering the realization of UNICEF's projects in Brazil and its incentive for trilateral cooperation between Latin American countries. The conclusion indicates it's necessary to adapt the concept so that it fits in the situation of children in Rio de Janeiro.
