The international political economy of the agrifood question in Russia

Abstract

The article analyses the transformations, trends, and contradictions of the Russian agri-food system and its far-reaching global implications. The analysis employs the theoretical-methodological framework of international political economy applied to the study of agriculture and food. The argument sustained in the article is that recent economic, social, and political dynamics in Russia largely respond to the challenges triggered by the shift from the classic ‘agrarian question’ to the contemporary ‘agri-food question’. The agri-food question encompasses three major problematics: capital accumulation, social reproduction, and political power. The research draws on a comprehensive review of specialized and qualified literature, as well as relevant official documents and statistical data, both from Russian and international sources. The analysis of the agri-food question proves to be quite fertile to examine the recent trajectory of development and power projection of Russia and its insertion in the contemporary international food regime, calling attention to the opening of a formidable, but still little explored, research agenda in international political economy.

Fabiano Escher, Federal Rural University of Rio de Janeiro - UFRRJ

Professor at the Department of Development, Agriculture and Society (DDAS) and at the Graduate Program of Social Sciences in Development, Agriculture and Society (CPDA), Federal Rural University of Rio de Janeiro (UFRRJ). PhD in Rural Development by the Graduate Program in Rural Development (PGDR), Federal University of Rio Grande do Sul (UFRGS), with a sandwich doctorate at the College of Humanities and Development Studies (COHD), China Agricultural University (CAU). Master in Rural Development by PGDR/UFRGS. Graduated in Economic Sciences from the State University of Western Paraná (UNIOESTE). Post-Doctorate at CPDA/UFRRJ, in partnership with the National Institute of Science and Technology in Public Policy, Strategy and Development (INCT PPED), Federal University of Rio de Janeiro (UFRJ) (2017-2018). Post-Doctorate at COHD/CAU, Beijing, China (2019), by the Post-Doctoral Program Abroad at CAPES. Post-Doctorate at CPDA/UFRRJ, by the Post-Doctoral Program Note 10 of FAPERJ (2020). He is a member of the Study Group on Social Changes, Agribusiness and Public Policies (GEMAP/UFRRJ), of the Study and Research Group on Agriculture, Food and Development (GEPAD/UFRGS), of the Markets, Networks and Values ​​Research Group (MRV/UFRRJ) and the Research Group BRICS Initiative for Critical Agrarian Studies (BICAS/Interinstitutional). He has experience and interest in the areas of International and Comparative Political Economy, Economic Sociology, Institutional Economics, Socioeconomic Development, Rural Development, Family Farming, Agrifood System, contemporary China and BRICS.
