Este artigo analisa, a partir da discussão do conceito de poder nas Relações Internacionais, o complexo processo de exercício de poder que a República Popular da China vem tendo em relação à tecnologia 5G. Tanto em termos de hardware (dispositivos, antenas, cabos subterrâneos) quanto de software (aplicativos, programas, plataformas, sistemas), a China (e suas empresas) começam a disputar a liderança tecnológica. O caso em estudo mostra a importância e relevância de distinguir os recursos do poder com o seu exercício.
