This article examines the priority factors for the international insertion of regional powers of different ranks such as Brazil, Mexico and Colombia in the 21st century. This study is based on a conceptual framework that links internal, external, and personal elements of authors such as G Palamara, R Velázquez Flores, Gardini and Lambert, and R Russell and J Tokatlian and Nolte. The hypothesis is that these regional powers seek a better accommodation in the regional power hierarchy and for this they do so by fostering new alliances, margins of autonomy, and multilateralism. However, the leadership has differences that make it difficult to position itself. Pragmatic and ideological accommodations, new actors, themes, instruments and forms of association are observed. It is a qualitative and deductive study, based on secondary and primary sources. Within the latter, joint web pages, speeches and communiqués were examined. The article concludes that the Latin American transition led to new and old ways of international insertion in the hierarchy of regional and
international power.
