Science, Technology, and Innovation as an identity element between China and Latin America

Abstract

Developing joint projects in the scientific-technological sector has been one of the topics on the diplomatic agenda between China and Latin America. Although the emphasis on the extractive sector has been crucial in these relationships, another synergetic spiral includes the Science, Technology, and Innovation (STI) sector. However, this same scientific-technological subject has been one of the pillars of competitive rivalry between China and the United States, influencing the geostrategic interests of these countries in different environments. In this context, what would be the role of Latin America in this dispute? Is there a way to identify a Security Community under construction? Since 2015, platforms such as the Community of Latin American and Caribbean States (CELAC), through the China-CELAC Forum and the China-CELAC Partnership in Science and Technology, point to the existence of uncertain results, not only regarding external stimuli but also regarding benefits or obstacles that may emerge from a competitive logic whose effects have implications for Geopolitics and Strategy, revealing significant potential for interference in Latin American development.
