The article aims to understand Cape Verde’s trails in terms of foreign policy in order to enhance its development. The country has followed, since its independence in 1975, a nonalignment foreign policy, undertaking measures to find sources of funding with a view to focus its efforts on the adoption of the best practices of governance. For this purpose, we have considered the following study assumptions: the affirmation and projection of a country with few natural resources, geographically limited and dependent on external financial flows, which needs to take advantage of its geographical features in order to overcome the internal needs and, at the same time, are looking beyond their own borders; the successes achieved by Cape Verde depend on ideational factors among which we highlight – the transparency and accountability with the purpose of capturing the appropriate resources, whether they are public or external private, the experience and technical capacity on the uptake of cooperation programs and projects, the ability of the country to adjust to the “windows of opportunities” in the international system. To that end, we adopted an interdisciplinary methodology applied to a case study of the archipelago, in order to analyze events, structures and complex contexts, arising from its insularity.
