A busca por segurança ontológica como fundamento da política externa da Rússia em resposta à crise na Ucrânia (1999-2021)

O artigo objetiva analisar os fundamentos da política externa da Rússia em resposta à crise da Ucrânia por meio do conceito de segurança ontológica. A esfera ontológica é tão importante para a segurança do Estado quanto a física, podendo ser priorizada em detrimento desta pela manutenção do senso de identidade, que se constrói por meio de relacionamentos rotineiros com outros atores relevantes e uma narrativa biográfica coerente. Em termos metodológicos, trata-se de um estudo exploratório descritivo que utiliza a análise da narrativa dominante em documentos e discursos oficiais, com fins de compreender os motivos e interesses no comportamento russo. Os resultados indicam que, além da ameaça física e da importância geopolítica da região, o espaço pós-soviético, principalmente a Ucrânia, integraria uma geografia imaginada indissociável à história da Rússia, permitindo, assim, a manutenção do senso de continuidade de sua narrativa biográfica após a desintegração da URSS e desvelando a necessidade de busca por segurança ontológica. A ideia de uma nacionalidade ucraniana separada é vista como fruto de políticas nacionalistas, para a criação de cisão e rivalidade com a Rússia, apesar dos vínculos históricos e étnicos compartilhados, o que vem sendo cooptado pelo Ocidente para conter as capacidades e influência russas.
